Our Submission on Regulatory Amendments Under Ontario’s Bill 60: Fighting Delays, Building Faster Act, 2025

Bill 60 will accelerate evictions, deepen homelessness, and further entrench the structural power imbalance between landlords and tenants.


The proposed regulations under Bill 60 are not administrative refinements—they are structural changes that dismantle key tenant protections. They will:

  • Accelerate evictions

  • Restrict access to justice for tenants

  • Continue to entrench inequality in the landlord-tenant relationship

  • Worsen Ontario’s housing and homelessness crisis.


We join Advocacy Centre for Tenants Ontario (ACTO), and other tenant advocacy organizations across Ontario in calling for the full repeal of Bill 60. At minimum, these regulatory proposals must be withdrawn. Ontario must instead invest in measures that strengthen tenant protections, improve access to justice, and address the root causes of housing instability across Ontario.
