Tenant Group Calls on Federal and Provincial Representatives to Intervene After Ford Government Blocks Public Consultation on Bill 60

November 6th, 2025, TORONTO — The tenant-led collective No Demovictions took the unprecedented step today of formally calling on the Lieutenant Governor of Ontario, the Governor General of Canada, and Prime Minister Mark Carney to intervene after the Ford government moved to send Bill 60 directly to third reading, bypassing the Standing Committee process and effectively silencing Ontario tenants.

Bill 60, which proposes sweeping changes to the Residential Tenancies Act, would substantially weaken tenants’ security of tenure and make it easier for landlords to evict tenants. Despite these far-reaching consequences, no tenant advocacy organizations, municipalities, or housing and homelessness service providers have been consulted on the legislation. The only groups the Ontario government has engaged with are landlord and developer lobby groups, including the Federation of Rental Housing Providers of Ontario (FRPO) and the Building Industry and Land Development Association (BILD).


“This is an outrageous abuse of power and a deliberate effort to silence tenants,” said Lindsay Blackwell, an organizer with No Demovictions. “Thirty per cent of Ontarians rent their homes, yet their voices have been completely shut out while landlord lobbyists had supportive quotes immediately ready when Bill 60 was announced. And now, skipping Committee review on a bill that could dismantle tenants’ rights, the Ford government shows its utter contempt for public participation for municipalities trying to manage homelessness, and for the people whose lives will be upended by this law.”


By sending Bill 60 directly to third reading, the Ford government has removed the public’s only opportunity to speak on the record through the Standing Committee process — a move housing advocates warn undermines democratic process and transparency in policymaking.

In a letter released today, No Demovictions calls on:


  • Lieutenant Governor Edith Dumont, Governor General Mary Simon, Prime Minister Mark Carney, and Federal Housing Minister Gregor Roberts to use their constitutional and legislative authority to intervene;

  • Premier Doug Ford to suspend third reading of Bill 60 until full public hearings are held; and to meaningfully consult with tenant legal advocacy groups, municipalities, and housing and homelessness service providers.


No Demovictions warns that Bill 60, if passed without scrutiny, would accelerate evictions, deepen Ontario’s housing and homelessness crisis, and further erode tenants’ rights across the province. 

“Bill 60 claims to be doing everything it can to protect small landlords from relatively small numbers of problematic tenants,” noted David Steinman, an organizer with No Demovictions. “What it actually does – whether inadvertently or by design – is provide large landlords with the tools they need to cast large numbers of tenants as problematic because their only crime is to stand in the way of increased profits.”
